Description of the organization

1. Scope of activities

The basic activities of Ukrainian Federation of Metallurgists are:

·         Reformation of the system of socio-labor relations

·         Implementation of social dialog

·         Reformation of the labor payment system

·         Improvement of the labor protection system in Ukraine

·         Creation of conditions for labor potential development and labor efficiency increase

·         Reformation of the obligatory state social insurance system

·         Reformation of the taxation system

·         Settlement of mutual relations with government monopolies

·         Activity, directed to the development of export operations in metallurgical industry

·         Formation of positive image of Ukrainian employers

 2 & 3 Founding and registration of the organization / Historical overview

All-Ukrainian Association of Regional Employers’ Organizations of Metallurgical Complex «Ukrainian Federation of Metallurgists» was created on July 19, 2006 to provide the participation of employers-metallurgists in building harmonious relations of Ukrainian business with government and workers. The Ministry of Justice of Ukraine registered Ukrainian Federation of Metallurgists on September 19, 2006 and issued Certificate on State Registration #2528.

4. Present structure

According to the Statute the head organs of Ukrainian Federation of Metallurgists are:

  • Convention of Association;
  • Council of Association;
  • Executive Board of Association.

A Chairman of Association is a chief of Association. The chairman of Association is elected from the members of Association by the Convention for a five-year term.

An Executive Director of Association is a public servant and works on a permanent basis. Being recommended by the Chairman, an Executive director is appointed by the Council of Association. He focuses on all questions concerning the activity of the Federation, represents Federation in relationship with public authorities and public organizations. He organizes and co-ordinates the work of the Executive Board. He is responsible for the financial and economic activity of the Federation.

5. Functions

The primary purpose of creation and activity of Ukrainian Federation of Metallurgists is a representation and protection of its members’ legal rights and interests, i.e. the employers of the enterprises of metallurgical complex, in economic, socio-labor and other aspects. Ukrainian Federation of Metallurgists aims to co-ordinate and consolidate the actions of its members to achieve positive results of their activity, to strengthen the influence of its members on the formation of socio-economic policy, to improve socio-labor relations and to develop social partnership in Ukraine.

The main tasks of Ukrainian Federation of Metallurgists are:

·         to represent and protect the legal interests and rights of the Association members in their relations with public authorities, local self-government organs, trade unions and other associations of the citizens;

·         to stimulate competitiveness at the enterprises of metallurgical complex;

·         to coordinate the activity of employers’ organizations and associations with the aim to performing scientific and technical research directed to the diminution of power intensity of domestic industry; to stipulate the volume of output and service provision, to increase the quality of goods and services and to outline their competitive advantage;

·         to assist the labor productivity increase and the improvement of its conditions;

·         to promote the development of socially oriented market economy and the system of social partnership;

·         to consolidate the employers’ organizations with the aim to strengthening their influence on the formation of socio-economic policy of the state;

·         to elaborate and realize social programs related to the increase of business social responsibility and the improvement of “society-to-business” relation;

·         to participate in the formation and implementation of the state policy as to the employment, payment, labor protection, social insurance of employees; to take part in the realization of social programs and other questions of socio-economic sphere and labor relations;

·         to participate in legislative activity which concerns the work of metallurgical complex of the country;

·         to conduct the social dialog, to participate in negotiating process and in signing a branch agreement, to guarantee the fulfillment of all obligations under the signed agreements;

·         to collaborate with the governmental bodies and institutions of local governing, trade unions, their associations and other organizations of the wage earners;

·         to protect the interests of employers in the settlement of collective labor disputes;

·         to settle collective labor disputes, to prevent strikes as an extreme method of composing differences;

·         to assist the graduation, retraining and raising the level of personnel skills, the dissemination of professional knowledge and experience, the improvement of vocational training;

·         to collaborate with foreign and international employers’ organizations and their associations, to perform international activity.

6. Membership

Ukrainian Federation of Metallurgists unites regional employers’ organizations of metallurgical complex of Ukraine, created in accordance with the law of Ukraine “On Employers’ Organizations”.

Metallurgical enterprises are included in the structure of Federation indirectly through membership in regional employers’ organization.

Members of Ukrainian Federation of Metallurgists:

1.      Dnipropetrovsk Regional Employers’ Organization of Metallurgical Complex «Metal - Dnipropetrovsk»;

2.      Donetsk Regional Employers’ Organization of Metallurgical Complex «Metal - Donbass»;

3.      Lugansk Regional Employers’ Organization of Metallurgical Complex «Metal - Lugansk»;

4.      Kiev Employers’ Organization of Metallurgical Complex «Metal - Kiev»;

5.      Kharkov Regional Employers’ Organization of Metallurgical Complex.

7. Affiliations

Ukrainian Federation of Metallurgists is a member of the Ukrainian Employers Confederation (UEC).

 The representatives of Ukrainian Federation of Metallurgists are the members of the Board of State Social Insurance Funds and their Supervisory Councils.

Ukrainian Federation of Metallurgists is a part of National Triateral Socio-economic Council of Ukraine.
