Social dialog
A social dialog is the process of coordination the development of the economic and social policy of the state, area, region among the parties of social partnership. It includes their actions in decision-making process, setting the strategic objectives and the elaboration of the development programs taking into account the interests of employees, employers and a state as a whole.
Social partnership is such a type of socio-labor relations, which is oriented to search and achieve the social consensus, to provide an optimum balance in realization of different specific interests of the parties of social partnership, i.e. employers and employees. One of the basic conditions of optimum social partnership is an achievement of compromise between the interests of the parties of social partnership, which is attained during the collective negotiations.
An employer is an owner of an enterprise, establishment, organization, regardless the property category, type of activity and a particular branch belonging, an authorized organ or an individual person, who according to the legislation uses wage labor.
An employee is an individual person who works on the basis of labor contract at an enterprise, in an institution, in an organization or with a person who uses wage labor.
Organization of employers is a public unprofitable organization which unites employers on the principles of voluntariness and equality of rights with the aim to representing and defending their rights and interests.
Organization of the employees is a voluntary association of the employees, who, as a rule, work at the same enterprise, in the same institution or organization, regardless the property category and the type of management. Salaried employees may work for an individual person, who uses wage labor, or they may provide themselves with work on their own initiatives, or they may study in the same educational establishment.
The forms of social dialog realization are as follows: exchange of the information, consultancy, negotiations, efforts at conciliation, supervision over the accomplishment of the accepted decisions. |
