Partners

Partners involved in social dialog are organizations of employers, those of employees and the state itself.

As a rule, a social dialog is carried out among equal partners at the levels of company, territorial community, region, branch, country.

The interests of employers are represented by local, regional and all-Ukrainian branch and territorial organizations of employers, which are created on the basis of the law of Ukraine «On Employers’ Organizations».

The interests of employees are mainly represented by trade unions, created on the basis of the Law of Ukraine «On Trade Unions, Their Rights and Guarantees of Activity».

In a social dialog the state can perform two functions. On the one hand, it is a guarantor and an arbiter regarding to the performance of agreements in socio-economic relations between the employees and owners. On the other hand, the state is one of the employers and through the relevant ministries and departments it provides the public sector employees and the workers of the enterprises which are in a public domain with work. On behalf of the state a particular branch agreement is signed by the minister of industrial policy of Ukraine.
